what would you do with a LS?
I'd save up some more money because even if you could boost and tune for that much, you are going to have no loot for when it breaks, and trust me, it will break.
i honestly dont think $3000 is going to be enough for a nicely done ls/vtec with boost. Maybe if you slap some junk together, but not a nicely done turbo kit, tune, and ls/vtec setup.
Just go with a nice turbo setup and a nice tune. Should be able to hit 11s easy.

Jarrod is right there is a way. its all on how u tune your car and how much boost u put the car. I know of a ex coupe with a gsr motor stock everything with a turbo kit on it pushing 500whp. and hes running around 11s so i mean anything is possible my friend...u just have to have to know how and will to do. But for 3k he can get a cpl things. Most of the parts he can get right here off the forum but 3k isnt gonna cover everything plz believe that

To date, my setup is right around $2000 dollars. Even though it's basically a Drag Gen 3 kit.
