Yeah, the holes are for their intercoolers/intakes. A spoiler needs to be roof level and as far BACK on the car as possible...so they're those heights in order to achieve that....it can be taken to great extremes to reach the furthest back position possible:

Oh....duh lol.

My nextdoor neighbor has an older Jetta, but won't sell to neighbors. It looks like a fun project. I've always wanted to take an older one and make it look like something sinister out of Germany during WWII, sans the swastika.
