If u can do an engine swap why can't u grind rebar n weld?

Don't own a welder and have not done any welding since high school. Here is a picture of rust staining the carpet a shade of rust. ECU has been kept in my tool chest in the garage to keep safe from the leaky hatch or window.

Car has no inspection. Had windshield replaced and never got to get inspected because of 5 months in Florida for emergency dry dock and I transferred to Dahlgren after we got back from Florida.
