But yes, smaller is better for many to start. You can find a 2012 CBR250 for $2500 now, which is awesome.
Mess around on one of those until you can take it through it's paces and then upgrade if you feel the need.
Know though, that there are lot of seasoned riders that keep a 250 in the stable because of how light/flickable/fun they are around town.

You don`t seem to be interested in all of the typical stuff that we normally bitch at people for.

I been scouring craigslist and found a lot of ninja 250s. I would prefer a CBR250 based on reviews, but it looks like that is the bike people are getting rid of. Decided a budget of <$3000 should suffice.

DRZ400 or maybe a DR650. The DR650 may be too tall though.
Dual-sports are easier and more forgiving to beginners... and also to dropping; flexible plastic vs hard plastic on street bikes.
DRZ actually sits higher than a DR650.
My riding buddy has the DR where my last two bikes have been DRZ's.
I've got a 30" inseam and I much preferred his DR.
The DR seat also is a tad wider, the DRZ seat feels like you're sitting on top of a fence with a 2x4 for a seat. Not comfy at all lol.
Speaking of dual sports, found a cheap XT225 local. Gonna pick it up this weekend, it's the ultimate WV gravel flogging bike, plus it's already got a 4 gallon clarke tank installed.

It's design is old as fuck now and it wasn't great when it came out. It is definitely overdue for a redesign.

Been talking to some guys I work with about it also, I keep getting the typical, "a 250 is way too small, you will get a bigger bike within a month", or "I learned to ride and was fine on a 600, don't get anything smaller".
That last one being the most common!
