Probably some stupid faggot who bought wheels that don't fit and was too cheap to get their fenders rolled. Or they did get them rolled and they're just fucking stupid and bought wheels that REALLY don't fit. First time they hit a pothole or large bump, fender bends or cracks. The natural poor faggot way of fixing it is to cover it with stickers rather than actually have it fixed properly.
