Its motorcycles and hoolagism at it's finest. I'm pretty sure you can't own a motorcycle unless you have a healthy disregard for law and order.
On an unrelated note, it took me like 90 seconds to realize this was in the United States and not some place in Africa. New York City is such a dump.
