They will let you go south as far as ramp 4 prior to Oregon Inlet and ramp 4 is open to 4wd's. The beach is narrow at high tide. The Oregon Inlet ramp is closed, but if you get on at ramp 4 and go south via the beach, you can get ~ 1 mile south of the Oregon Inlet beach access.
The paved roads to Oregon Inlet are fine. Some areas have a lot of debris on the shoulders but the road is open without issue. Traffic is not allowed over the bridge at Oregon Inlet, waiting for the structure to be inspected before that is allowed. The breaches on Rt12 are further south. It's going to take some time before those portions are fixed.

Off the top of my head..10k will allow for a 31" rear bumper height, and 30" front bumper height. Getting Ta or Tu tags really is only going to cost you more for registration (tags) and taxes. If it's to high..it's to high. If you registered it at a "regular pickup" and a GVWR of 5800 ( I think that's the magic number) you will see a reduction in taxes and registration (tags) cost.

By buddy has that exact same setup with his Rubicon 4door. Not bad looking actually and rides great. More of a mall crawler but it fits what he needs and that is to haul his family around an enjoy drives into the mountain. Great vehicle although I'm not a fan of the motor choice in them but they are redesigned with the 2011's with a better engine platform.
