Well it's really not a NEW law.... it's just that NOW it's actually being enforced. It's actually more of a guideline:

under 50cc + seat is AT LEAST 24" from ground + DOES NOT exceed 35mph = "MOPED" (whether or noot it's PUBLICLY known as something else: scooter/cycle/etc.)

A stock Ruckus is considered by the state to be a moped, even though it is sold/MSO'ed as a scooter

The LAW is actually that only "MOPEDS" are aloud to be driven WITHOUT a license/insurance/registration/etc. Any motor vehicle that DOES NOT fit the STATES definition of "moped" is in fact NOT a "moped", which means it must be insured/registered and operator must have the appropriate license to operate said motor vehicle ( DL, M-class,etc.)
