If its in a high pressure area (base of the windshield), then you're right. But hood vents installed on low pressure areas draw air out from underneath the hood, as the pressure is higher inside than outside.
But most people have no idea about that kinda shit, so you're still right lol.

Depends on where the vent is, however.
If its in a high pressure area (base of the windshield), then you're right. But hood vents installed on low pressure areas draw air out from underneath the hood, as the pressure is higher inside than outside.
