when it comes to FFL transfers.. The seller must ship the gun through a FFL holder (pawn shops, gun shops etc.) and they then ship it to the buyers FFL holder. Then you (the buyer) fills the paper work (background check, etc.) out at your FFL as if you were buying it from the FFL holder.

Yes.. Depends on where you go. One place I usually buy from has a $35 FFL fee. A place a friend has things shipped to does FFL transfers on the side, used to charge $10, but I believe he charges $15 now.
