Well it's mostly tidal because of the storm pushing the water in. It's going to rain which won't help, but the flooding won't primarily be from rain.

yup. ODU's 49th street lot is already under 6-8" of water. On the plus note, high tide is right now. but later tonight and tomorrow will be worse due to the adding of waves and winds, and some rain. so yeah, lookout more tomorrow.
