Actually your wrong. All those neighborhoods are owned by NRHA and are still considered projects. They are rent free or so close to it that it doesnt matter. They are considered public housing for the city. Also, I thought I already pointed out more than just a couple shitty neighborhoods in Norfolk.

The difference? They're still owned by management companies. Those companies have an agreement with the NRHA to be paid a certain amount of money for the apartments. Whatever the tenants can't come up with, the NHRA pays for.
They'll also do that with houses. I guess the houses are owned by the NHRA, too?
You can stick with yours, but you'd still be wrong.
Someone has to pick up the slack for norfolk. We know that city has been overflowing with them for years. When they get forced thru the tunnel we have to help you out. Like a good neighbor....Portsmouth is here.
