Ya craddock is pretty much shitty but not totally bad. And those facts dont say anything about the # of projects in the city and they do say they poverty rate is a bit higher in norfolk. Those results are from 05 and dont really state to much except the citys are damn near neck and neack in those categories, which should be expected in my opinion. Portsmouth used to be alot worse too. It has come along way and is still gettting cleaned up.
I looked for 2006 data but didn’t find it quickly, so I presented you with 2005 data.
The only reason that Norfolk might have more “bad” looking areas is the population is double that of Portsmouth.

It's funny, but I drive the back way from my place on Mil Hwy to Layfette Park and it's shitty until you hit the Layfette neighboorhood and then it's shitty again when you cross Gramby. I should have orientated my orginal post better.

I dont know the names of these places but there are some off brambleton right across from the scope, some behind the shooping center on saint pauls (behind mcdonalds and abc store), there is another set behind the Fresh Pride on Church st, and yet another as soon as you get off the tidewater drive exit coming out of the tunnel. Thats 4 and I can only think of three in Portsmouth.

Throw in the fact that Norfolk has 230+ thousand people and Portsmouth has 100+ thousand people and Portsmouth starts looking like it has more bad areas per person according to your argument of 3 and 4 areas.

Im not 100% sure so you may be right but I thought that these places were owned by the government (local or federal) and not privately, and that all were free or next to free to live in. Either way all technicalities aside they are monster shitholes that contribute to crime and dont add much benefit to a community.
