The mag sits in the weapon fairly firm. No excessive wobble or shimmy.

You are half right. Virginia Code Section 18.2-308.2:2 does in fact require the third form of I.D. (place of birth) when purchasing an "assault weapon" from a dealer, but it does NOT require the buyer to be 21. There is no difference between rifle, shotgun, or "assault rifle" when it comes to purchasing age; only the I.D. required. The only reference to age and "assault weapons" in Virginia law is the following: "A person under 18 shall not possess or transport a handgun or assault firearm."

I was just curious as to why OP wants to enforce buying regulations that are stricter than state/federal law. I was genuinely curious, but should have expected the "because I said so" type response.

I feel that 21 year old is more responsible than an 18 year old. I know that isn't always true however, I also feel that it doesn't matter what you think. I can refuse the sale to anyone.
