Well, if I'm not mistaken: He's US military, stationed in Japan, selling the car. He seems to be looking to sell it to another US military person (I think the military will give "everyone" a 1-time vehicle shipping to wherever they need it.

I personally am not thinking it's a scam, as he's got +11 feedback.
