1991 Honda Integra w/B16 (project)

I am posting this for a friend (sellers fee), everything below is posted with confidence for I have known the owner and car for a while now. Also anything in blue is me, John. Everything else not in blue is from him, Pat.
1991 Honda Integra frame with 273K (clean and clear title in hand)
Outside:
fresh paint 1.5yr (metallic red)
jdm one pice head lights
50/50 tail lights
clear turn signals
Inside:
GT steering wheel
tach w/shift light
air fuel gauge
boost gauge (was installed when I got it, car was never boosted though...)
crown royal shift boot
The goodies:
JDM B16 from nagano with 40K (have reciepts, have to find)
JDM B16 (non-lsd) transmission 120K (have reciepts, have to find)
new fuel pump
The bad:
It starts and runs, but doesn't run properly
the rims have been sold, comes with steelies
it needs a few more things here and there (small things)
I (not me) had a local shop install the motor and transmission, which was successful. Unfortunately they couldn't get it to run and gave up. In the process of trying to get it to run properly, they repaced numerous parts (new fuel pump, new fuel injectors.... so many parts). I don't have the time or the money to work on this anymore, I just need to give it up and get a car to get to and from class. The car has been sitting at the shop for more than 3 months (being worked on now and then). The car will need to be towed.
From what I have seen/looked at, the shop that installed the motor did fine but the vacuum lines need work (that may be the only problem). but I don't have much experience with OBD0...
willing to trade for a 94+ integra

At this at this price I will also include an additional LS engine (block and head), LS head, two power steering pumps, two alternators, brand new megan headers, motor mounts, short shifter, 3 intake manifolds (OBD0 OBD1 & OBD2), 4 fuel rails, three sets of injectors (OEM), distributor,
