Ever thought of writing a .php page that shows up like dragva.com/forums/rules.php and creating a link like the RSS/¿Patron? links? That way it is more noticable?

If you have an RSS feed reader you can be updated on new posts via the reader

Totally agree with this ... all the rules are spread out amongs all the forums, this way they are all centralized and easily viewable

ever see those ticker-tape machines from the old stock market?

Make it newer, and everytime somebody posts in a forum you get that post. except not on paper...but then again yeah sometimes.
