Default can I get a thread stickied?

I made a DMV thread in General so that all the DMV and title questions can be in one place, which I had presumed meant the idiots would read through before asking (a long shot, I know). It had some good traffic, then it went to the second page and we all know how short the attention span of most DragVA'ers is.

Can this thread be stickied up with the importing thread?

Maybe put an inspection part in there too... I'm sick to death of those questions too.

No problem, if a mod will change the title to add inspection to it that will be fine by me.

For some reason, I have been more helpful lately and not been blasting the morons. much.

I must be dying.
