A couple companies make kits like this. You drill into the concrete and mount their piece and then you chain your bike to it.

It sounds like his apartment complex probably won't allow it, though.

I just saw one of the guys he was a Black male about 6ft tall wearing a black long tee with a pair of light blue jeans. Short hair nothing fancy. Didnt bother looking at his shoes.
