Should fit snug, but not too tight, and not too loose. If you go to a tuxedo shop or a suit shop, they can measure you and tell you what size jacket you need.

get on your bike, and grab the bars like you were going down the street, see how it feels then. if it's leather, it'll break in some, nylon/textile, not so much, but a lil.
should stay nug, but not restrictive. you don't want it to roll around on you if you should ever fall.

I bought a mesh/nylon whatever i dont know what its called the shit that can breathe like let some air go thru. Well any ways i got XL thinking it fit really well. Sleeves didn't go past my wrists and shit. But the most important thing about a jacket to me is now that i bought the wrong size is that when you lay on your tank its not long enough to kind of roll up or crease and your laying on a folded over jacket if you kind of get what i mean....sorry just drove 9 hours trying to help.
