Default Brake question 96 CBR F3

Hey guys, I posted this on cbrworld and cbrforums also, but I figured I'd try here as well.

I lowsided a few weeks ago and broke a few parts. Mechanically I basically had to replace the gauge cluster and right foot peg. I put everything on today, but the brake light doesn't work. The previous owner installed an integrated tail light kit and it worked fine before. The two bulbs are on, and both filaments in each bulb are fine. I'm not sure if its the running lights and the brake lights won't come on, or if its the brake lights and they won't turn off; they usually pulsate if they're being applied though. I checked the front lever and switch, they're ok. Does anyone have any suggestions or experienced this before?

check the rear brake pedal and switch, make sure it's not stuck or bent from the fall.

I replaced the entire pedal assembly. Tested both switches and continuity through every connecting wire. Running lights and turn signals work. No corrosion on any wires or connectors. I've spent like 3 days straight on it and can't find what the problem is.
