Go to any grocery store and pick up the "Apartment Guide," it's free, and will list places that allow pets. Nearly every house in the fan is privately owned, so they will advertise that they are "pet friendly" in their ad. Most will only allow cats (usually hardwood floor places only, no carpet) or very small dogs if anything.
You will find many, many houses that are pet friendly with fenced-in yards out in Mechanicsville northeast of VCU. Find a place yourself and get a few roommates together from www.roommates.com as your best option.

River City Real Estate owns a good chunk of the Fan, and they're pet friendly. I've seen rotts and pits, as well as lapdogs. (I've got a boxer myself).
