Keep all the safety stuff intact and it will likely pass inspection with a laid back inspector. Don't put their inspection certifications on the line because they risk fines (and sometimes imprisonment depending on offense) for knowingly passing something that is illegal.
If you have an off-road pipe, ie: no cats, get one with cats to swap for inspection. Not worth the $1500 fine for non working cats and federal offense which doubles if removing the cats was intentional.

it needs nothing
just a windshield that will fail, 1 crack at hte top and 2 little chips that could be viewed as being in my vision
and its for my torino, not the eclipse, no need to worry about rice

Re: Inspection Time
Why not get the windshield replaced? It's not collision, so it won't raise your rates. Deductible is often covered by promotions by the glass replacement company. Several cars here at the office were fixed in the parking lot by the mobile guys. Have also heard good things about Binswanger Glass at W. Broad St and Springfield Rd.
Make sure they scrape off and save your county sticker. You will need to send that into the county (and often a $1 replacement fee) to get a new one.
