That list makes perfect sense judging by the 25 year federal law, except for the '85 Zastava and '81 Trabant. While I don't care about those two particular cars, it would be extremely gay if everything on this list is banned even once they've over 25 years old.

This is more about free market principles, and how unnecessary and obtrusive regulations in the name of "safety" and the environment prevent people from buying cars they want.

The law preventing grey market cars originated from Mercedes lobbying the government. They weren't happy with people importing (often superior) European versions of their cars rather than buying directly from them. So while the laws were written under the guise of safety and emissions, it all came down to money as usual.
