These are what they call "turbo" or "turbofan" style wheels, used in both rally and tarmac.... rally because of debris, and paved road racing because of low wind drag. The rally ones are usually 1 or two piece, the paved road race versions were almost always multi-piece and the center section portruded to catch maximum air in the vents. The dish was called the "aero disc" and was designed to route the air directly onto the rotors:
Of course the deep-offset versions are basically for looks and in the case of rally racing will help a bit with debris, but won't really catch air like a flush (or extended) design.
