any sticker on the windshield is illegal. other than inspection and city. only reason henrico's sticker was rejected it state stickers are not to be bigger than 3 inches squared.

Many states allow a banner that is in the factory opaque areas on the front and the back. If it doesn't obstruct your vision, its usually fine.

illegal at all in the front, and you can put whatever you want on the back as long as you have 2 rearview mirrors not obstructed (regular ones on the doors, a-pillar, etc)

I thought that I heard that passed also, but I cannot find it online.

As far as the rear window, you can do whatever you want as long as you have a mirror on each side of the car. If you don't have a mirror on the right, you can only have a single sticker no larger than 20 sq inches and it must be within the lower 5 inches of the window.
