You must of known you wouldnt get a straight answer here from 99% of the ppl. Tell him to look into OTS maps, that will give him an idea of what you can make stock. Look at cobb, perrin, etc.
Ps. I gave you a dumb answer bc you should know there are a lot of things to take into account to determine how much you can get out of a turbo. Supporting mods are whats going to determine everything, what type of gas etc, etc.

Plus depending on the tune it can make the car a lot better to drive. I know reflashing the stock tune on my 09 wrx did wonders.

I mean on new bmws(335 and 135) you get 60ish whp and 80ish tq with just a relfash. Not too shabby of a mod for 800 bucks (accessport, there are cheaper alternatives)
