speed enforced by gps?

I lol'd.
This system seems to work similar to a regular cars speed governor (cutting fuel after a certain speed). If people want to speed, they are going to, and they will find the means to. After all this time, money, manpower, and research: people will eventually counter it with a simple solution of paying someone $50 or so to remap the ecu, or bypass a certain wire.
Thoughts?

Re: speed enforced by gps?
"My wife is going through contractions...but my car can only go 25 mph in this area at 4am in the morning when there is nobody on the roads, and its a 2 lanes"
I can see tons and tons of excuses like this that would prohibit the preciptiation of these type of speed governors.
