Default Something slower than a dremel for getting scratches out of wood?

Is there something small like a dremel but slower than a dremel that can take felt tips? With some of the more modern automotive woods the lacquer is so hard that even with rubbing compound you can only get the finest scratches out by hand. I've gotten deeper scratches out with a dremel, but it is the scariest thing I've ever done involving a car. Dremel says its slowest speed is 5,000rpm. I'm thinking 1,000-2,000 would be good.

This is the one that I have. It has the adjustable speeds on it and is cordless.

As I said, the slowest speed on the dremel is 5000rpm which is too fast.

Thanks for the link It Broke Again - has good info.

By hand it would probably take at least a full 24 hours of polishing that one spot to make a significant change in it.

Sometimes I wonder how these are even legal. If they weren't so low torque you'd probably need a permit to get one.
