Yes.

edit: If you'd like to be 100% sure, see if there's a flashing "key" or "security" light anywhere on the dash that goes away with a registered key in the ignition.

To answer your next question, you need a Toyota scan tool to program them.

Probably cost you around $50.

Na, I was thinking about getting my GF a remote start for V-day and was wondering if I needed to bypass the secuirty chip.

Yes, you will need to bypass the transponder. I have heard of the DEI XK-05 bypasses working, but I also think that the universal 556-UW will work. For that one you will need to install your valet key (or another key that has been coded and WILL start the car) into the bypass box. This allows the box to pull and transmit the code on the key when you try to remote start the car. One question...are you installing this on an automatic or manual tC?

P.S. I have an XK-05 bypass that I will sell, since I was once considering installing a remote start on my tC, but decided not to, because of the nature of dangers installing them on a 5-speed (my parents like to park my car in gear whenever they drive it).

Lol..

Some remote starts (Clifford Solaris from back in the day for example) have a monitor mode where you leave the car running and arm it when you leave the car. The alarm then knows the car is not in gear (because it's running) and the alarm then shuts the engine off. Then you can use a remote start without danger.

That's pretty sweet. For a while I was considering putting one of those door poppers in my 1st gear position so that it would pop itself out of gear when remote start activated, but I decided that's too much extra time and money just for remote start. It's really more of a commodity than anything else. Thanks for the advice, and thats something cool I hadn't heard about, but for now I think I'm gonna skip on remote start.
