No. I'd say most are still on radar, but yes, there is more VSP LIDAR than there used to be.
That said, if you support this legislation PLEASE write your house of delegate rep to spport HB674. Radar detectors aren't just for breaking the law. NC uses radar emitting devices in school buses and in work zones to slow drivers and it works (this is not to be confused with the x-band radar you predictably pick up under bridges in NC, those are just to measure traffic, the false radar emitting devices do so on K band or Ka band so they're much more effective).
When lost in Durham at night (Durham is NC's Norfolk), I used my radar detector (this is before I lived in VA) to locate a police officer.
In favor of radar detectors or not, on a rights level, I really don't see where a state government gets off telling its citizens that they can't receive non-encrypted radio waves that pass through their property.

Yes... because the trooper running right up to a pack of speeders and turning on the radar out of nowhere prooves that the general phenomena of people slowing down in congested/monitored areas is bunk Furthermore, one instance of crash provoked by the officer means that everyone is going to spontaneously wreck when the detector goes off!
