questions about engine swap and etc

Like the title said, I want to know if engine swap in VA is legal or not.
I heard jdm engine swap in VA is illegal. Is it true that engine swap wont pass any inspection and emission?
And what are the mods that will not pass inspection and emission test?

Look up california's law, ours is the exact same. No JDM swaps allowed especially in honda's more so civics/integra/crx/delsols/preludes.

Swaps are not illegal in Texas, so go to Texas and get your engine swap done there... Then come back to Virginia and show all the JDM kids hanging out in parking lots how VTEC your JDM swap is. That's what we all do
