bay mechanical. there are lot of plating companies will do it.
btw: bay mechanical does it for ~$100 for the set.

powder coating really isn't that hard... I have most of the tools needed for the job.. If you can find an oven (& I don't mean the one in your house!) to bake the rims in, and a place to work, then i could try and do it for ya free of charge provided you buy the materials (i.e. the powder)
