I know someone who has been failed for having a power steering rack, but no pump. They took the power steering rack.

Re: no power steering, pass inspection?
If your car has all the related power steering equipment present, but is not working/hooked up, you will fail.
It's considered faulty equipment.
And yes, I know this firsthand.
You have three options: 1. convert to full manual steering, and remove all power steering related equipment; 2. fix your power steering; 3. find an inspection "hookup".

the swap is b16 in a 98 civic hatch. does anyone know any hookups in richmond? i am moving to iL next week. and driving the car there. next year i plan to register the car there. should i even bother with getting an inspection? is it something that the state will check up on if i dont have one done after registering the car? or do only the cops give u tickets for not seeing them?

If you're leaving next week, I wouldn't worry about it. The only place you'll get pulled for having a car registered in VA, but with no inspection is VA. You'll be fine more than likely for a week.
