Default inspection tire question

Ok I know we get a lot of inspection questions but this is kinda specific. I'm due for an inspection like now, but I have all 14 inch steelies but the front left is a 13 inch steelie because I had a flat with the 14. Will my car pass like this or do I have to get a new wheel first?

should pass as long as all tires have passing tread. when i got my car inspected a while back, i had 16s in the back and 15 in steelies up front. tires were fine so it passed. ive never heard of anyone failing cause they had one wheel of a different size, and im sure it happens to alot of people. thats what id say.

i would fail you for having 2 different size wheels on the same axle.

look at your new manual, there is nothing in there anymore about sizes, only you cant mix bias and radials on the same axle (been that way forever) and no space saver spare (same, been like that since inception.)

yeah i read that today.

i even PM'd SMOKEYBEAR and asked him, but he isnt an inspection trooper. so he couldnt answer my question.
