We've done this many times at our shop when customers don't pay and leave the car. Once the DMV gives you a title in your name there's nothing the previous owner can do. They had their chance when the dmv sent them a notification letter. If they don't reply to that it's like they never owned the car.

As someone said, go to the DMV with the VIN. Apply for an abandoned vehicle.

Process is here;

Its fairly easy. Provided its titled in state, you get info on the owner, send them a letter via certified mailed (make sure to keep the receipt). Wait 30 days, if no word, go back to the DMV with the mail receipt, OR the original undeliverable letter UNOPENED, and you can title the vehicle in your name. I usually put in the letter that "Either pay XXX dollars for (insert reason), or in accordance to VA law, I will be titling your vehicle." If there are liens on the vehicle, you need to contact the lien holders stating that either the lien has been satisfied or they are uninterested in staking a claim on the vehicle. If they don't want to do that, best bet is part out the car.
