Was it running when it got flooded? If so, the engine could be hydrolocked. That basically means that the engine ingested water and since water doesn't compress, it bent every connecting rod in the engine.

If the car was off, the entire electrical system is probably completely shorted out.

Typically when a car gets flooded, it's a total loss.

well i had a 95 accord lowered 3 inches with a cold air intake, it got flooded on bethel and todds lane and when it stopped running, i opened the doors (like a tard) and water came spewing into the car all over my carpet and seats and shit and filled most of the car with water. EVERYTHING worked after lol. I put the car on high ground, let it dry for 2 days and got it to start then it would stall. I then replaced the spark plugs, thought i would had to replace the distributor, but it was fine another day later my car ran fine.

Isabelle took out my '91T and '85 MR2.

Total Losses

Drained the oil from the motor on the '91. 2gallons of water came out before we found oil.
