Anyone know if you can mail in the form with your registration and plates, or do you have to physically go to the DMV? I have over a year left on the registration of the Canyon I just sold.

I'm guessing you don't want to stand in line? If you end up having to go, the Smithfield DMV usually has minimum wait if any. I know it is a long drive though.

Well yeah.... I don't want to stand in line if I can just mail it in. I can't find any info on the website. The form just says, "Your refund will be mailed to you. Ask the DMV representative to verify that your address is correct."

Again, not any help with this question but the DMV express in downtown Portsmouth is usually in and out service. Never had problems with lines there. And its much closer than Smithfield. I would also say calling, but thats probably just as bad as going and sitting in the DMV all day...

I had to take mine in, in the past to turn them in.

I know you can "de-activate" them over the phone. I have done several, but I think you have to go in person to hand in the tags to get a refund.

DMV Express is the way to go. I've been able to handle all of my business at the Jefferson Ave. location over the past year and have been in and out in under 20 minutes, and I'm usually the only one in there.

I believe there's a DMV express location at the VB courthouse complex. I'll look into that. I've already de-activated the registration online, but since there's over a year left I want my refund.
