blacked out corner lights legal?

i need to get a inspection soon and i was wondering if having black corner lights was legal or not.
i live in norfolk

Unfortunately people still do that, as well as blacking out their taillights; which has to be the most idiotic thing ever. As if it wasn't hard enough to see people braking in the sunlight.
