I don't doubt that video at all.
It looks fake only because the change happens that quickly.
This technology has been around for awhile, as some restaurants even use it for bathroom stalls that are clear until locked.
For those wondering how it works, it's like this: the license plate cover is essentially an LCD screen, much like those found on digital watches. When current passes through the screen, the liquid crystals become polarized, causing the molecules to align in a way that light can pass through them, exposing the plate underneath.
Once the current is removed, the molecules are no longer polarized, becoming misaligned, thus blocking light, blocking the license plate underneath.
My only concern would be for the cover itself, which is almost certainly made out of glass, and possibly subject to damage from debris while driving.
It's still cool though.
