b16a+dc=FTL
DC's are heavier than Civics which means they need a wee bit more torque to get going. a b16 isn't gonna do that for it. If you can find an ls block and do an ls/vtec setup I'd say go for it. But if the major thing wrong with it is the paint I'd say go for it.

Re: b16a in DC?
My friend has a 4dr Gsr w/ B16(has a 2.0 in it now) and he dailyed it for ever..the car ran well and pulled good being just the 1.6 also surprisingly beat a lot of other cars on the normal street driving. He even went on and put on a t3 turbo kit on it and it still ran good. he dyno'd 260whp @ 10psi. motor never had a problems, blew a little smoke but what turbo car doesnt
civic coupes - dc's are about 200lbs difference, hatchs are about 3-400
But the car will be fine with the b16...hell ive seen DC's driving around with D16s

Experience> Reading.
That doesn't seem to be a bad deal for that car.
Whats the trans code say? Usually there is a stamp that says LSD in black righting on the transmission casing.
2500 dollars doesn't seem too bad.
Where are you located? I sold my turbokit recently to someone on here for a B16a in a 92-95 civic. with little modifiacation to the charge piping it should work. It was 100% complete even with the oil pan. Hes intersted in selling it now because he got worked by a c5 corvette in his mustang or something like that.
Depending on where you are, I could help you install it.
And to the dude who said b16+dc=ftl... ironic you got a gs-r w/ a LS swap
:heres your sign:
