You can trying in the public library or local precint for virginia codes. I got a copy from my neighbor who is a police officer and found out a lot of mods we do are actually legal. (ie, lowering your suspension, exhaust, etc...)

look for section Section 46.2-1063 , it refers to lowering and other stuff we like to do and the state doesnt like.
