Seriously, you should find a better base to start with, turboing a base neon is like banging your sister, it might feel good at first, but it's just wrong!!! BTW, yes, there are fast cars on the board, and some who THINK they're fast!!! You can feel it out. Good luck with your car plans, whichever route you take!
