OBD2 is more strict on emissions stuff and wont respond as well to mods as OBD1 would. so no, you dont want OBD2. Not sure if they started using it in every car at the same time or not but I know on the 240 they started in 97

There is no "better" as far as a stock ECU goes. They will both run your engine properly and cleanly until you decide you want to start messing with ECU tuning. OBD-2 ECUs are much harder to tune, and much more expensive to modify also, which is why people often do the OBD-2 to OBD-1 conversion. Even with the cost of an ODB-1 ECU and that expensive adapter harness, it's still cheaper to convert to OBD-1 when it comes to tuning (if you have an ODB-2 engine). Plus, Hondata doesn't make anything for ODB-2, which is the other main reason most people convert. So basically, if you're not planning on doing any ECU tuning, don't worry about it... It's also kinda handy to not have to modify the wiring in your car if you're sticking in a 96+ engine in a 95- car, and an OBD-1 ECU can be easily used in that situation.

Some cars have started at early 90's for OBD 2 but the rule stated by the year 96 all vechicle should be OBD 2. If you would work on the car it is easier to work on OBD for which they can show the actuall readings on your car compare to OBD 1.
