best place to get, mount and balence tires

Unhappy best place to get, mount and balence tires
buddy told me he knew a dude that could get me directionals out the door for about 100 bucks a piece. anyone know where to get good tires cheap???

looking for (205-215)-(40-60)-16s
srry, places around richmond would be best. for i am around there
